ICA IS-23
ICA-Brasov · Romania · first flew 1968 · light aircraft
The ICA IS-23 was a single-engined, all-metal high-wing STOL monoplane built in Romania in the 1960s.
Recognition (WEFT)
| W — Wings | High-mounted, tapered |
|---|---|
| E — Engines | 1 × piston, nose-mounted |
| F — Fuselage | 9.1 m fuselage |
| T — Tail | Conventional |
WEFT is AircraftIQ's four-point recognition method — how it works.
Spot it by:
- High cantilever wing with constant chord inboard and slight taper outboard ending in almost square tips
- Compactly cowled radial engine and a long, almost fully glazed cabin
- Tall fixed tricycle undercarriage on asymmetric V-legs, replaceable by floats or skis
Look for a high-wing utility monoplane with a radial engine, flat-sided rear fuselage, tailplane on top of the fuselage and a tall tricycle undercarriage.
Specifications
- The ICA IS-23 has a length of 9.1 m (30 ft).
- It has a wingspan of 12.4 m (41 ft).
- Its maximum speed is 204 km/h (127 mph).
- Typical crew: 1.

History
Iosif Șilimon, better known for his sailplanes, designed it to a Romanian government specification for an agricultural, ambulance and glider-towing aircraft with STOL capability. Trials began in mid 1968.
Variants
It was developed into the ICA IS-24, which replaced the radial engine with a flat-six Lycoming, reduced the cabin glazing and used a lower, wider undercarriage.
Where you'll see it
Probably only one was built, and the type did not enter production.
